Key Updates for Phase 2 (2026)

Phase 2 introduces several user-centric changes based on feedback from the 2024-25 pilot:

  • Worker Category: Unlike Phase 1, which was for students only, Phase 2 allows working youth (public or private sector) to apply.
  • Purely Electric: To reduce reliance on expensive fuel, the 2026 phase focuses almost exclusively on E-Bikes (electric scooters and motorcycles).
  • Female Quota: A dedicated quota for female students and working women has been implemented to ensure safe and independent mobility.
  • Registration Discount: Owners of these bikes will enjoy a 95% discount on vehicle registration fees through the Excise Department.

1. Eligibility Criteria

To qualify for the 2026 computerized e-balloting, applicants must meet the following:

  • Residency: Must have a valid Punjab Domicile.
  • Status: Must be a regular student of an HEC-recognized university/college OR an employed worker with proof of income.
  • Driving License: At the time of application, a Learner’s Permit is sufficient. However, a full motorcycle license is mandatory before the bike is handed over.
  • Clean Record: Must not be a bank defaulter and should not have previously received a subsidized bike from the government.

2. Interest-Free Installment Plan

The financial model is designed to be “burden-free” for low-income families:

  • Down Payment: A modest initial payment (approx. Rs 20,000–30,000) is required, of which the government sometimes provides partial subsidies.
  • Monthly Payments: The remaining cost is spread over 2 to 3 years.
  • Zero Markup: The Bank of Punjab (BOP) provides the financing, but the Punjab Government pays the interest (markup) on behalf of the applicant.

3. Documents Required for Online Apply

Before starting your application, ensure you have scanned copies of:

  1. CNIC (Front and Back).

  3. Proof of Enrollment (Student ID/Fee Slip) OR Employment Proof (Salary slip/Company letter).
  4. Motorcycle Learner’s Permit or Driving License.
